I wonder if we can submit Super-8 film transferred to video, assuming we can, does it have to be PAL VHS?

Dear Super8 Filmmaker,
Last year I programmed ?Starting from Scratch?, a film program based on Super8 films (and some 16mm films). I did find filmmakers who didn?t have the means like big budget, a producer, a film crew, anything you need to make a film (as some people think), but who managed to make interesting films. This program showed 40 films by Dutch filmmakers who succeeded to make film without all the means. Some of them filmed on Super8, some of them used chemicals to create images on the celluloid, some of them filmed on Super8, transferred the images to video and captured the video-images in the computer to make their montage. Could you be one of them? Accept that you?re not Dutch perhaps, because this time ?Starting from Scratch? will be an international program. To be shown mid May 2003 in Amsterdam and after touring the Netherlands and perhaps Germany, Belgium and France. (On this moment this is only still a plan, not yet reality. The screening in Amsterdam is for sure.)
Your film can be shown on Super8, 16mm, 35mm, or PAL video: miniDV, Betacam SP.
Note: We can not pay a fee!
Send this message to anyone you know. And send your vhs-tape (this viewing-tape can be on PAL and NTSC) before the 20th of March 2003 to:
